The Planning and Conservation League Foundation

In 1965, a group of concerned citizens formed the Planning and Conservation League (PCL) to protect California from the destruction caused by fast-paced and poorly planned developments. 

The Planning and Conservation League Foundation supplements and supports our broader organizational efforts, and leads the programmatic and think tank work that makes PCL a thought leader in California environmental law and public policy.

In addition to our campaigns, PCL Foundation is currently focused on the on wildfire impacts, wildlife conectivity, and securing California’s energy future.

The Planning and Conservation League Foundation is directed by an all-volunteer board, and we gain insight from a wide range of policy advisors and experts.

PCL Foundation's Work

For over 50 years, the Planning and Conservation League and PCL Foundation have built a legacy of protecting natural treasures, defending public health, and improving the quality of life for California residents. 

The Planning and Conservation League Foundation is a non-profit organization founded in 1972. Our mission is to educate and involve Californians in environmental policy making. PCL lobbies to improve environmental protections through legislative and administrative actions. The focus of the PCL Foundation is to ensure that Californians have the understanding and resources to participate in the process. 

The education and research programs of the PCL Foundation perform several valuable services. We educate and support community activists through our workshops and our materials. We perform cutting edge environmental research and analysis, and produce action-oriented reports that inform policy-making at local and state levels. We also use our expertise to assist decision makers in drafting effective policies.

Educating Community Advocates

PCL Foundation’s California Environmental Assembly and our CEQA trainings educate, empower, and energize individuals, activists, and the general public from diverse backgrounds.

Contact us

David Hirsch’s background is in both business and law. He is currently a Consultant, Senior Advisor and Trustee for Shell, Chevron, Exxon, BP and Boeing. He graduated with a B.A. from Pomona College in 1959. He obtained his J.D. from the University of California at Berkeley (Boalt Hall) in 1962. He is a member of the California Bar and recently obtained a Masters in Literature and Art from Oxford University in England. Volunteering/Community Service have always been part of his life. He is the Chair of the Debussy Trio Foundation, Board Member of the Los Angeles Child Guidance Clinic, Board Member and Secretary of the Brentwood Park Homeowners Association, and Treasurer of the Maui Kai Rental Program.

Dan Frost is a retired attorney. He is age 75, and was born in Ely, Nevada. He received his B.A. from San Jose State University in 1964 and a J.D. from the University of California School of Law (Boalt Hall), Berkeley, CA in 1967. He was a practicing attorney at Carr Kennedy Peterson and Frost, Redding, CA, specializing in commercial, real estate and natural resource litigation, from 1967 – 2007. Dan was a member of the State Regional Water Quality Control Board from 1971 – 1974 and the California Water Commission from 1976 – 1982. He has served on the Board of Directors for the Planning and Conservation League, and then the PCL Foundation, since 1969.
